OMP Peer state as below once VSMART goes down :
Site A ----------Vsmart : down-in-gr
Site B ----------- Vsmart : down-in-gr
It will in down-in-gr till duration of graceful-restart-interval defined on VEdge router elapsed
The default timer of Graceful restart is 43,200 seconds (12 hours), and the timer range is 1 through 608,400 seconds (7 days)
client C1 able to communicate Client C2 because data plane will be up between site A and Site B till Graceful restart time expires .
If someone reboot any vedge ( Either site A or Site B ) due to any reason then data plane will be lost b/n A and B before Graceful time interval
